Planning & Permits
Permits are needed for building in Upper Mifflin Township.
The two agencies the Township uses to do the actual code inspections are Pennsylvania Municipal Code Alliance (PMCA) and Commonwealth Code Inspection Service (CCIS). You may choose either one but it is recommended that you finish with the one you start with. Their fees are posted on their websites.

Please fill out the Building Permit for Earth Disturbance form if any new earth disturbance will take place with your building project. This is separate from the Township Building Application Form and the forms from the different code inspection agencies.

The Sewage Enforcement Officer (SEO) is Vincent Elbel. The blank septic permit application form is obtained at the township office. The fee is also paid at the time the application is picked up in either cash or check made out to Upper Mifflin Township. After picking up the septic permit application, you contact Vince Elbel. Mr. Elbel can be contacted at 717.263.6120.
The Planning Commission meets the the 1st Tuesday of each month at the township building starting at 6:30 PM. Planning Commission Members: Rick Beckner, Jay Mowery and Rhonda Lash.
